Hmm, I'm not exactly sure about Joplin.. But I live close to St.Louis, and have a couple of friends that receive WIC (I, myself, have no children).. and it works something like this:
WIC stands for Women, Infants and Children. It's a government assist program. I don't think you have to be an extremly low-income family, as you do with welfare, EBT, etc. Anyway, they send you vouchers once a month, along with a booklet. These vouchers look like over-sized checks. Some of the vouchers have exactly what you are supposed to buy printed on them (formula, milk, etc) and I think others are blank. They give you a list of things you are allowed to buy, which is pretty strict.. only certian kinds of milk, all generic brand cereals, etc. But the girls I know who are on WIC say it's extremely helpful. I would talk to your local Division of Family Services (DFS) if you were looking to apply.
Like I said, I don't live in Joplin, so I wouldn't know exactly how it works in that area.. But I do live in Missouri - The law should be the same. (Being a government program, it should vary from state to state, not city to city.)
